Emergency Exit / Re-entry visa

Many of the readers are interested in the formalities pertaining to Exit / Re-entry visa into the kingdom. This has been covered earlier in this blog. This post is to give information on a different kind of exit / re-entry visa. This one is called " Emergency Exit / Re-entry visa ".
As the name implies, this visa is issued only on extreme emergencies. Expatriates working in Saudi Arabia usually have a multiple exit / re-entry visa with them just to cover such emergencies. In the unfortunate event of you not having such a multiple visa, you would be under severe mental tension. Please note that Thursdays and Fridays are Government holidays in the kingdom. Also, the passport offices are closed for rather long stretches of time twice a year - 2 weeks for Eid Al-Fitr and 2 weeks for Eid Al-Adha. If you do not have a multiple visa and you are caught in an emergency situation on such days where you have to necessarily leave the kingdom immediately, there is a special provision called emergency exit / re-entry visa.
There is an officer of the Saudi Government's Passport Department stationed 24 hours in all the 3 international airports of the kingdom. His job is to issue such emergency visas. However, there is a catch. This visa is issued only for 15 days. This means that you have to re-enter the kingdom with 15 days from the date of departure, otherwise your visa would be cancelled. Also, for issuing such an emergency visa, your sponsor or the Government Relations Officer of your company must personally come to the airport with you and sign a declaration form, without which this visa would not be issued.
Usually, every company in Saudi Arabia has a liaison officer called 'Government Relations Officer'. His job is to interact with all governmental work concerning the employees in his company. Make sure that you have his phone number with you all the time. In case this man is on leave or on vacation, then ensure that you have his deputy's number.
Of course, the safest way out is to have a multiple visa, but this procedure is for those who do not have one.
If you liked the information given here, do drop in your comments, which would motivate me to write further.

Dear Expatguru,

My husband is working in KSA for the past one and a half year. We got maried only a few monyhe back and he went back to KSA. His company usually sponsors for the family visit. But when he asked for it they said that they no longer have that scheme. Can my husband sponsor me so i can visit my husband on a dependent visa. He holds an iqama with a job description of an engineer. Will he still need a No Objection Certificate from his company. Please Help.

Expatguru said...

Anonymous,

Forget about whether your husband's company "usually" sponsors, what does his contract say? Is he on a family status? If so, the company is supposed to honor it and all expenses for bringing you is on the company. If he is on single status, of course he cannot force the company to do so.

Since he is having an engineer visa, and assuming he is on single status, he can still sponsor you but at his cost. You can come either as a dependent or on a visit. If he is on single status, and if your husband is ready to bring you on dependent visa at his own cost, the company should have no objection to the same. First of all consult with your husband whether he would be able to support you with his salary and benefits. It is totally your decision and has nothing to do with procedures, which are quite straight forward and simple. Also, don't confuse the No Objection Certificate given for employment with this. There is no such thing like an NOC for dependent visa. Your husband has to just fill in a form, take the sponsor's signature, pay the money and the visa should be ready in a few weeks, provided all the documentation has been provided. Good luck!

HI Expat Guru,

I need information about exit/Re-Entry process.
Just i join new company two months back.I want to go vacation but my iqama is still not transfered. But i can make exit/re-entry from my Ex-Company.What about my family exit-reentry.Passport of my family is with me.I want to know how to make exit re-entry without going to Ex-Company.Bcoz only two days left for Eid Holidays for Govt Employees. And i not go to Ex-company for letter. But for my case i can take company letter from my ex company and take emergency exit/reentry from air port for 15 days.I can't do for family,Coz i need three months exit/reentry for my family.

Hope you understand my problem. My new company head office is in riyadh, they will promise to send my passport most probaly on sunday to jeddah.

But my family passport with me so i can do exit /re entry withut any paper from New or Ex company, This is my question.

Expatguru said...

Sonu,

Since your iqama is still not yet transferred, technically you are still under the sponsorship of your previous company. The best way out for you is to process the papers of both you and your family for 15 days on emergency vacation. You have to come back within 15 days. Once your iqama is transferred to the new company, your family can come back on your fresh iqama. Your family's exit/reentry visa will automatically get cancelled when your iqama gets transferred to the new company, so don't worry.

Dear Expat Guru

Thanks for your valuable inputs. But my problem is very different.

I came in Saudi on 10th Sept-08 on work VISA. My passport was submitted for Iqama and Multiple exit-entry VISA on 16th Sept. Due to slow work in Saudi Govt offices in Ramadan niether my IQAMA is issued nor Exit-Entry VISA till the date 21-09-2008. Today I asked company Govt. relation officer and answered that it will be now after Eid Holidays.
I dont have my Passport in my hand. Iqama is not issued. My worry is this that if ant extreme emergency comes at my back home from 22-Sept-08 to 5th -Oct-08 , how I can get emergenct exit-reentry VISA. Should I take my passport back from my employer?

Please advice. What are the laws in such situation

Expatguru said...

Anonymous,

I was about to write a detailed post on this when I received your above question. You have neither an iqama nor a passport. You have no choice but to wait until Eid holidays are over, even if there is an emergency during this period. I wish you had consulted other colleagues before submitting the passport for processing during Ramadan period. Even during normal times, it takes about 3 to 4 weeks for issue of an iqama.

Dear Sir
My sponsor terminate me after four months and give me a notice period of one month. After that i back to india for six month and back to saudi arabia again. before my sponsor promise me to give transfer and he refuse for transfer. I have some emergency in India and want to go but my sponsor refuse for re-entry and forcr me only they can give exit. they also refuse for transfer also now. what i do in this situation , please help me.

Expatguru said...

Irfan,

I did not fully understand your question, but I presume you are currently with a sponsor and want transfer to some other sponsor. You cannot force it on him. The only way is to get another visa before you leave and go out of the kingdom on exit.

ajaz said...

My family having Iqama need to return back to India on exit as early as possible. When can I get exit/re-entry as passport office is closed for Eid.Will they re-open on 6th or 8th? Emergency exit is not possible since there's no gov relation officer for my company who can take the pain to come to airport.

Expatguru said...

Ajaz,

Unfortunately, your family cannot go out of the kingdom before 11th October when the passport offices will reopen after Eid holidays. The only other way is emergency exit, but as you have rightly said, it requires the presence of your government relations officer.

My fiancee who holds an iqama and have applied 1 mth in advance to his company for his 14 days annual leave and to exit permit.

Both of his request were turned down at the last hour. As we are getting married, application for visa and ticket has been confirmed except for his exit permit. His immediate boss (not the sponsor) refuse to allow him without valid reason and only informing him last minute. However, the sponsor boss has verbally allowed him.

Pls advise what can we do as our families have already set the date , preparations and even sent out the invitation cards for this marriage.

He now seeks this request to his company again.

Pls advise as if his boss refuse. Will the company compensate for the loss of money in preparations and shame the company brought to us. We only ask for 14 days minimum exit to fulfill the soleminisation plans.

Your advise is greatly appreciated. Thank you.

Expatguru said...

Anonymous,

I really feel sorry for your plight. This just shows how bad the working environment is of your fiancee's company. There are two ways out of this mess:

1. Ask your fiancee to approach his boss once more and make a last ditch attempt. It is a question of convincing and ask your fiancee to explain to his boss how important this is for him.

2. If the sponsor has verbally allowed him to go, then your fiancee must take immediate steps to get the exit/reentry visa stamped. If this cannot be done without the permission of the immediate boss, then it is not worth in even continuing with that company. Ask your fiancee to just quit that company.

This is nothing but modern-day slavery. Nothing is more important than a person's personal priorities, that too something as special as one's marriage. Saudi Arabia is booming and I am sure your husband will find a job elsewhere in the kingdom easily. If it comes to the crunch, ask him to get an exit visa (not exit/reentry). He will very easily be able to get another job in the kingdom, only it is a matter of time. Good luck!

I have been trying to get exit visa stamped on my passport from my sponsor for the past 1 month as I have an offer from another company, so that I can go to India on exit visa and come back on that company's visa.
My sponsor has still not been able to get the exit visa stamped and everytime ask him, he says he will do it next week. Now i am on the verge crossing the deadlines set by the new company to join them.
I would like to know if there is any legal way to get the exit stamped on my passport if the sponsor is unable to do so.

Thanks!!

Expatguru said...

Exit-seeker,

Tell him politely but firmly that you HAVE to go immediately. Drop hints that you will be forced to approach the labor court and your country's embassy. Normally, this should work. Good luck!

Dear Sir,

My husband is working in Jeddah, with sponsor agent in Riyadh. He is now in processing a permanent visa for me who is in Indonesia. I plan to visit him on Dec 20 until Jan 4, 2009. What I want to know is can I return back to Jakarta on Jan 4 with the stamp re-entry visa in my passport? My husband told me that it will need more than 3 weeks to process the re-entry. Any advice for me? If we postpone processing permanent visa and try to apply for visit visa, it is possible to get the visit visa before my flight on Dec 20, 2008. Please kindly advise. Thanks in advance.

Nelly,

I answered the same question by your husband this morning. However, I was not clear at that time that this is the first time you are arriving. Usually, it takes 3 weeks for your name to be added to the residence permit (iqama). The actual stamping of exit/reentry visa would take only less than 30 minutes.

The problem is that even though you are arriving on 20th December, the actual number of working days for the Passport office is less than 10 days if you remove the weekends inbetween. I suggest that you may apply for a visit visa immediately, to be on the safer side. The link for the same can be found here:

Dear Sir,

Thank you very much for your clear explanation. It was really helpful. We decided to follow your advice to apply for visit visa. But now, I have another questions. As I told you before, we are already in the middle of processing the permanent visa. My husband has paid 2000sar to the Riyadh bank. After my returning to Jakarta on Jan 4, 2009, can my husband continue the processing of the permanent visa? What should we do in the next step? My husband iqama will expire on February'09. Should he renewal the iqama first or continue the processing of permanent visa first? We really need your advice and help.
Thank you.

Expatguru said...

Nelly,

Glad to know that my blog has been of help to you. First of all, ask your husband to take back the money paid to Riyad bank. This can be easily done online. Once you go back to Jakarta, the first thing he should do is to renew his iqama. Once his iqama is renewed, then let him apply for a permanent visa for you.

Hi Dear Expatguru,
I am working as Computer Engineer (Designation on Iqama) in Saudi Arabia, while applying for permanent family visa Jawasat officer rejected the application saying that we cannot process visa without SURNAME. Since in my kid’s passport surname does not have surname. Could you please suggest me some alternative to get it done without any hassle. Since I m in Saudi Arabia so it is not possible for me to get name change in India and all. Waiting for your valuable input in subject matters.

Thanks in advance ………..

Expatguru said...

Suraj,

Saudi immigration expects every person to have a first name and a last name (surname). In certain places like Tamil Nadu, there is no surname or family name. The son takes the first alphabet of the father's name as his initials. Usually, the son's first name in such cases will be the father's name followed by his own name as the surname. For example, if the father's name was XY, the son's name would be YZ. You will have to get your son's name in the passport changed to YZ first. It is quite a long process but if all documents are there, it usually takes about a month's time. You will have to issue an ad in a local newspaper in India about the name change and get this name changed in the gazette. Then you will have to make an application to the local passport office who will then change the name. Make sure that you get a fresh birth certificate also. Take the services of a professional agent in India to help you out for this.

Suraj said...

Thanks Expatguru ,
Aa i mention i does not want to go with lengthy process . I will be thankfull if there is some work arround for this issue like put fathers last name or some thing without changing in passport.

Hi!

I would like to ask a question on the behalf of my friend. Her husband was working for a company and he was under their sponsorship. When her husband quit, they gave him the release. Now, he is working for another company but he is not yet transferred to the other company. As of now, he has no sponsor. He'd like to have an exit/re-entry visa so that he can visit his only brother's wedding. Anyway he can do it, now that he has no sponsor?? He's not been given the exit-re-entry visa. Immediate response will be highly appreciated. Thanks!

Expatguru said...

Fatmah,

Where your friend's husband works is immaterial. There is no such thing as "no sponsor". Until the actual transfer takes place, i.e., until the sponsor's name changes in the computer system, the old sponsor is still responsible, even though he may have been given a release.

I still hold my passport and i dont still have my iqama.Do I still need a exit visa? However, I have an employer in UAE waiting, and they will send me the visa and ticket. as soon as i exit saudi arabia. Please advise me what to do because im searching for an answer weather i have to apply exit visa. Thanks and waiting for your advise

Expatguru said...

Anonymous,

You definitely need an exit visa. You may probably have to pay your own ticket. Do not make the mistake of handing over your passport for iqama renewal as this would complicate matters. Remember that the iqama needs to be made within 3 months of your entry, so before this date you must leave the kingdom.

There is no need to renew it. Once your passport is given for stamping exit, automatically your iqama would get cancelled.

Hi Expatguru

I am working in a Company in Saudi Arabia since 1 year. Due to some problems back in india i had applied for vacation but the reply from the Passport Department is that they had closed the COMPUTER Company Account because due to the complaint of some workers from one of the site. Complaint had been solved but still i am not able to get exit re-entry visa because still the Computer is closed. Can you please suggest what should i do either i have to wait or is there anyother way.

Thanks for your answer in advance. Best Regards

This is so typical of the way the system works. Unfortunately, you have to just wait. Try pressurizing your employer to use his wasta and get the computer account opened.

Dear Expatguru,

I entered the kingdom on Jan 25th 2009 on a Multiple entry visit visa valid for 90 days. The muddat-ul-iqama is 14 days. So, Once in 14 days, i got my visa extended locally without actualling exiting and re-entering. During the 3rd extension,it is mentioned in my passport that I need to exit the country this time. If I exit now, can I re-enter with the same Visit visa (since it is valid for 90 days), or will I need a new VISA to come back? My company says that I need a new visa because the current one becomes invalid after I exit and they have already sent me a new VISA copy. If I go to my county and submit my passport for this new visa stamping, will the embassy stamp the new VISA or reject it because I already have a Valid VISA? First of all, I would like to know if my current VISA will become invalid if I exit now (because of the local extension times). Please let me know.

Expatguru said...

Anonymous,

You definitely need to go out of the kingdom on exit this time. Your current visa will automatically get cancelled. You can re-enter on a fresh visa.

Dear Sir,
I am following your blog form very long time. Great job..!
Recently my wife got one job offer in a school, the visa is ready. Simultaneously My profession change and family visa process is in progress (I have seen your blog related to this process, it may take time for it).
I prefer to bring my family under my sponsorship.
I would like to know from you:
1. Is it possible for her to go on vacation with exit / reentry visa and come on my family visa to the kingdom?
2. What is the method of canceling the visa endorsement (job visa, before her arrival here), once If I get family visa and willing to invite her on my visa.
Please reply ASAP. Thanks in advance

Expatguru said...

MSP,

Thanks for your comments.

It is impossible to go on vacation under one sponsor's visa and then return on another sponsor's visa unless the previous visa is cancell. One way is to just let her arrive on the school's visa and take her vacation while still on the school's visa. The only problem is that the moment she resigns due to any reason, she would have to leave the kingdom. The other option is for her to come into the kingdom under your sponsorship and then take up the employment with the school. This way, in future she can quit whenever she wants and can still be in the kingdom, because you are sponsor. Take a careful decision after weighing all the options. Good luck!

Hi,

I have been hired in one of the MNC as financial controller, however they are providing me employment visa of marketing specialist and salary mentioned on contract which is used for visa process only carries 1/3rd of what I have been offered in Job offer letter.

Do you see any issue with such visa, in respect to my actual Job (I will be signing lots of external documents like contracts, banks, financial statements?
Do you see any issue for me on getting family visa?
Do you see any issue with salary mentioned on this doc?

Appreciate of your valuable comments. You are indeed doing great job.

Expatguru said...

AK,

Something looks fishy. If I were you, I wouldn't touch this offer with a barge pole. The immigration office is more interested in reviewing the visa title, not the salary in it. Never EVER EVER undersell yourself and sign on any document which is not your negotiated salary. It will definitely be used against you. If your prospective employer was straight forward, he would have arranged a proper visa and there would have been no reason for him to lie something to the immigration office about your salary. KEEP OFF this!

Can u tell me how much time does it take to get the emergency leave visa on the passport?

Would her sponser take our ikamas?

Who should be contact if they delay emergency leave?

Expatguru said...

coll_911

It all depends on your mother's sponsor. Getting an emergency visa is easy if the sponsor agrees and it can even be stamped in the airport. Note that such an emergency visa is valid only for 15 days and if your mom does not return within 15 days, her visa would get automatically cancelled and she cannot enter the kingdom again. I suggest that your mom go on a normal exit/reentry visa stamped in the passport office rather than the airport. This would give her atleast some time, say minimum of 1 month to return. The normal stamping does not take much time and it all depends on the cooperation of the sponsor. As far as the immigration authorities is concerned, it is only a 5-minute job - entering in the system and stamping on the passport.

I was not able to go home because my company said they cannot process my visa because Oct 3 is friday and Oct 4 is already Hajj and they told me they will process my visa on the 12 so I decided not to go home because its already too late. My question is at that time Oct 3 or Hajj days can I get a Exit-Re-entry visa? Thanks and More powers!

Anonymous,

First of all, my deepest condolences to you on your mom's passing away. What your sponsor told you was totally wrong. It was sheer laziness and lack of sensitivity on his part. If your company's Government Relations Officer took some time to visit the airport, he could have easily obtained a 14-day exit/re-entry visa.

Respected Sir,
Assalam u alaikum. My name is Ahmed Khan and i including my 5 family members are the holders of the Iqama ( residence permit of jeddah). My father Mohammad Abid Khan works in Saudi Binladin Company. As such Binladin is the sponsor of our iqama and renews it. We renew iqama on an yearly basis. So far their has been no problem. We ( excluding my father ) go to Pakistan, Karachi and continue our studies there and just before one month before our iqama and visa expires we return to renew it. This year we arrived as always one month before our iqama expires and my father took all the necessary documents as usual to renew it.
Before i continue i would like to point out that i arrived in Jeddah,KSA on 19th October 2014 and our iqama expires on 5th December 2014 ( 13th of Safar ). Even now Sir as i write this email, even to this day our iqama has not been renewed. You should also know that due to such a long time here i have lost my chance of giving entry test for several universities and my big brother ( who studies Electronic Engineering in Bahria University ) has surpassed the amount of absents allowed by the university and thus will be marked Fail this semester ( 5th semester). Now our father says that the reason for this ( according to him ) is that the Saudi Binladin Company has been denied labour services in Riyadh ( due to some violation ) and thus they are not renewing iqamas. But why they are not renewing the iqamas in Jeddah is far beyond my understanding. And still Sir, we have no news of our iqama, being renewed either this month or the next. Our studies in Pakistan have suffered alot this year Sir.
So i ask you Respected Sir, Is there any way me and my brother can get out of jeddah even though our iqama has expired ? Is there any chance we can get out of jeddah with the renewal of iqamas or by ending our iqamas ? but not ending our fathers in the process. I will be really thankful Sir, if you review my situation here and ponder your thoughts over it.

THANKING YOU IN ANTICIPATION

Please advise as to how we can obtain an urgent visit visa as my husbands father who is working in Jeddah has has a heart attack. My husband is a Muslim British born citizen and we are currently residing in Pakistan. Would really appreciate your help. Thank you.

Your father in law's sponsor needs to arrange an emergency visit visa with the hospital's certificate as proof. Sadly, there is nothing you can do sitting in Pakistan.
